EM 13c: Always On Monitoring "IO Error: Checksum Fail" Connecting To 19c Repository Database (Doc ID 2642391.1)

Symptoms

EM 13c(13.3)
Database Plugin 13.3.2.0.0

AOM is not able to connect to EM Repository Database / Always-On Monitoring Database after upgrading the database to 19c with native encryption enabled.
Same error appears when running emsca to setup new AOM.

AOM log reveals below error:

When use patched ojdbc7dms.jar(after applying Patch 28527508 to a ORACLE_HOME and then using its jar) as per Doc Id 2286552.1 , the issue doesn't get reproduced.
