EM 13c: Job System Is Not Working After a Successful Installation. emoms_pbs.trc File Reports "[EM-00189]"

Symptoms
After a successful EM 13c installation, none of the jobs worked from EM Console.
Submitting any job goes into Scheduled status.
$../gc_inst/em/EMGC_OMS1/sysman/log/emoms_pbs.trc file reports following errors repeatedly:
