EM 13c: The 'Operating System' Configuration Collection Fails on OL 7 Host

EM 13.2 agents running on OL7 hosts, the 'Operating system' configuration collection fails.
This metric is used to collect the status of the 'audited' daemon service information, which can be viewed in any early OS release under the below navigation.
- Login to EM console.
- From 'Targets' menu, select 'Hosts'. Then click on the problematic host to open its home page.
- From 'Host' drop down menu, select 'Configuration' > 'Latest'.
- On the left side, in the list of configurations, select 'Operating System' > 'Operating System Initialized Services'.
This metric will capture the result of "$ systemctl -t service" command from the OS level.
This will indicate that, on the OS level what registered services are present and set to enabled/disabled status.
However, for OL7, this data is sparse/empty which is a false impression of services actually running (or not).
