Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Update RAC DB fails with error saving runtime data to repository ORA-30006: resource busy; acquire with WAIT timeout expired

$ emcli db_software_maintenance -performOperation -name="Update RAC DB" -purpose=UPDATE_RACDB -target_type=rac_database -target_list="<TARGETS>"
