AWR Warehouse Transfer Job Fails With ORA-24327 (Doc ID 2649219.1)

Symptoms

Secure database with TCPS protocol with wallet in a non default location and try to upload snapshots in AWR warehouse and get below error

Oracle Linux 7 (Linux x86-64)

After configuring AWR Warehouse transfer jobs are failing with following error:

conn_url: (DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCPS)(HOST=<HOSTNAME>.<DOMAIN_NAME>)(PORT=2484)))(CONNECT_DATA=(SID=<SID>))), user: sys, role: sysdba
Connection failed: ORA-24327: need explicit attach before authenticating a user (DBD ERROR: OCISessionBegin) at /oracle/product/agent13c/agent_13.3.0.0.0/plugins/oracle.sysman.db.agent.plugin_13.3.2.0.0/scripts/db/transfer_awr.pl line 1206, line 17.
