EM13cR4: Targets Page Is Blank in GUI When Selecting Targets for Blackouts Create OR Monitoring Templates Publish OR Metric Extension Deploy

Symptoms
In Enterprise Manager(EM) Cloud Control console with 13cR4 version, While selecting targets for Blackouts creation or Metric Extension(ME) deploy on targets or Monitoring Templates Apply on Targets, the Targets Page is blank in GUI. The issue is same across all browsers for freshly or upgraded 13cR4 version.
These are the scenarios for this issue:
Create Blackout --> Add
Create Notification Blackout --> Add
Select ME --> Click On Deploy Targets --> Add
Enterprise --> Configuration --> History --> Target Name Search icon
Enterprise --> Monitoring --> Monitoring Templates --> Select the template --> Click on 'Apply' --> Destination Targets --> Add
Changes
Post Install or Upgrade of OMS to 13cR4 version only the issue is observed
