EM 13c: Enterprise Manager 13c Cloud Control Fleet Maintenance UPDATE_DB Job Fails with Error: Could Not Get TDE Wallet Location. Ensure TDE Is Correctly Configured (Doc ID 2652054.1)

Symptoms

In Enterprise Manager (EM) 13.4 Cloud Control, the Fleet Maintenance UPDATE_DB job fails at the Initialize Patch DB Deployment Procedure step with this error:

Could not get TDE wallet location. Ensure TDE is correctly configured

$ emcli db_software_maintenance -performOperation -name="Update" -purpose=UPDATE_DB  -target_type=oracle_database -target_list="<target_name>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN" -database_credential="DB_CREDENTIAL:SYS

Job Steps Log for Job :Initialize Patch DB  Deployment Procedure:

Listener property name is : LISTENER
TNS Admin for listener is : /refresh/app/oracle/sqlnet
TNS admin is outside Oracle home. Same will be used for destination Oracle home
 CUrrent TNS Admin is : /refresh/app/oracle/sqlnet
 TNS Admin for destination is  : /refresh/app/oracle/sqlnet

**** GET ORACLE HOME INFO END ******

Creating work directory on host  - <Host_Name> with name /refresh/app/tmp/1448444995264266/1584789048308

Validating if TDE is enabled...
TDE is enabled for the DB instance '<DB_Name>'.
