EM13c: Database Target Is Listing In Multiple Administration Groups

Symptoms
In Enterprise Manager(EM) Cloud Control, When modifying a target database property the old reference isn't getting cleaned up. The issue is causing the target assigned to multiple groups.
For example:
Below are the current target properties
target database name: ORCLTEST
LOB: Pool A
Department: Alpha
LifeCycleStatus: Production
After changing LOB from Pool A to Pool B, ORCLTEST target properties are displaying in two groups.
SQL> select group_name,target_name from sysman.mgmt$group_members where target_type='oracle_database' and group_type='composite'
and group_name like '%-P_-Grp' and target_name='ORCLTEST';
GROUP_NAME TARGET_NAME
------------------------------------------------------------------- ------------------------------------------------------------------------
Prod-Alph-PA-Grp ORCLTEST
Prod-Alph-PB-Grp ORCLTEST
