Symptoms

From EM Console, ASM cluster and instances targets are shown as DOWN incorrectly though they are actually up.

Test Connection on Monitoring Configuration page gives the following error:

Error detail: Failed to connect to the ASM: Listener refused the connection with the following error: ORA-12514, TNS:listener does not currently know of service requested in connect descriptor

Changes

Servers where ASM instances are running are rebooted.
