Failed to ascii decode encrypted-text (status=1) After EM Upgrade (Doc ID 2655512.1)

Symptoms

After EM upgrade when backup jobs fail:

 Availability > Backup & Recovery > Schedule Backup
 Database Login as system, role: normal
 Click "Schedule Customized Backup" 

 Error - Decrypt: Failed to ascii decode encrypted-text (status=1). !@#--!@#5#@!--#@!

Database backup completed successfully  before to the upgrade.
