EM 13c: After Upgrading from 12c, Run SQL from Targets > Databases > Performance Fails With "User xxxx does not have sufficient privileges to perform the operation." (Doc ID 2657683.1)

Symptoms

EM is upgraded from 12.1.0.5 to 13c.

From 13c EM Console, Targets > Databases > Performance > Run SQL Fails With the following error though the administrator has FULL privileges on the database target.

User xxxx does not have sufficient privileges to perform the operation.
Operation: Access to Enterprise Manager management Page
Required Privilege: Run any sql on Database
Contact Enterprise Manager Administrator to get the privileges required to perform the operation

If we grant "FULL ANY TARGET" it works. But this is a security violation as the administrators should not have FULL ANY TARGET privilege.

Removing "FULL ANY TARGET" and granting "FULL" to the assigned targets ends up in the error.
