EM Monitoring Templates Not Being Applied On Some Of A Set Of Cluster DB Targets

Symptoms
In EM (13.3), we are using a Monitoring Template and Template Collections to update the Metrics Thresholds on several
(Exadata) Cluster Database Targets, all of which are in the same Administration Group, but for some reason, some of
them aren't being updated, while others are being updated as expected.
Update: only the Metric Extensions (MEs) are actually affected, and only for those 3 DBs (out of 17) w/o a Standby.
