Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Update RACDB failed to copy init.ora/spfile from old to new Oracle Home.

$ emcli db_software_maintenance -performOperation -name="RacHome" -purpose=UPDATE_RACDB -target_type=rac_database -target_list="<DB_Name>" -normal_credential="CLUSTER:SYSMAN" -privilege_credential="ROOT_CLUSTER:SYSMAN"

Command to start db /u01/app/oracle/product/12.2.0.1/db_1.190716/bin/srvctl start instance -d <DB_name> -i <Instance_name>
Result:PRCR-1013 : Failed to start resource <DB_Name>
PRCR-1064 : Failed to start resource <DB_Name> on node <Node1_name>
CRS-5017: The resource action "<db_name>.db start" encountered the following error:
ORA-1078: failure in processing system parameters
LRM-00109: could not open parameter file
'/u01/app/oracle/product/12.2.0.1/db_1.190716/dbs/init<instance>.ora'

"/u01/app/oracle/diag/crs/<Node1_Name>/crs/trace/crsd_oraagent_oracle.trc".
