Not helped.
Below SQL's was failing
SELECT omc_ash_viewer.getDataRealTime('','300','n','n','N').getClobVal(2,2) AS output FROM dual;
ERROR:
ORA-06598: insufficient INHERIT PRIVILEGES privilege
ORA-06512: at "DBSNMP.OMC_ASH_VIEWER", line 1
ORA-06512: at line 1
