EM 13c: Agent Startup Fails with 'Agent status could not be determined. Check the agent process'

EM 13c agent fails to start with the following error:
$emctl start agent

Agent status could not be determined. Check the agent process
Consult emctl.log and emagent.nohup in: /../oem13c/agent13c_home/agent_inst/sysman/log
There is no emgent.nohup file or any other files generated / updated except emctl.log under AGENT_INST_HOME/sysman/log/ location after the startup issue occurs.
/etc/hosts file has been updated.
