Symptoms

As part of Additional OMS installation or OMS migration, executing "omsca recover" command fails with the error:

OMS_HOME/cfgtoollogs/omsca/omsca_<timestamp>.log

This Exception occurred at Mon Apr 20 13:39:40 GMT 2020.
