Symptoms

In Oracle Enterprise Manager (OEM) Cloud Control Console, With below navigation to verify the count for number of targets having set with Preferred Credentials is always showing Zero even though the targets are assigned with Preferred Credentials.

Setup --> Security --> Preferred Credentials --> Column 'Targets With Credentials Set'

Changes

Post OEM version upgraded to 13cR4 only causing the issue.
