Host & DB Named Credentials Are Not Showing Up When Submitting RMAN Job (Doc ID 2678091.1)

Symptoms

Environment: Oracle (SI) 19.6 DB (using GI/ASM of same version), running on AIX 7.2, is the Repository
for, and monitored by, an EM 13cR4 OMS/Agent (using EM 13.4.1 DB Plugin) on the same Host. 

2 (Target Scope) Named Credentials (1 each) are defined for the above DB Instance & Host Targets,
both owned by SYSMAN, and successfully tested. 

However, when attempting to submit a Library (RMAN) Job on above Targets, or actually any DB or OS
Command Job, neither of the above Credentials is displayed (in the Named Credentials drop-down list
on the Job Credentials tab), even though the Job is being submitted by SYSMAN (the Credentials Owner).
