EM 12c: "emctl status agent" Command Intermittently Show "Agent is Not Running" While The Agent is Up and Running (Doc ID 2678551.1)

Symptoms

The "emctl start agent" command reports the agent as successfully started.
The "emctl status agent" command shows the Agent is running and ready after startup.
However, the status command also responds intermittently with "Agent is not running" while the agent is still up and running.
