EM13c : ASH Analytics Does Not Load With Browser Language Set To Non-English (Doc ID 2679009.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, when the browser language set to any language which is Non-English the analytics graph does not load.

Navigation:

EM console --> Targets --> Databases, Click on of the database
Click on Performance Home --> Performance hub --> ASH Analytics
The graph shows blank page.

The required packages are installed in DB as explained in the following document:

For 12c DB:
