OEM 13c: Monitoring 10th Windows Service in OEM fail with "An error has occurred while fetching WMI data" (Doc ID 2679424.1)

Enterprise Manager Base Platform - Version 13.2.1.0.0 and later
Microsoft Windows x64 (64-bit)

Symptoms

OEM is only able to monitor 9 Windows OS Services. When the 10th Windows service is added on for the Window's host metric Services,

  EM Console -> Targets -> Host -> host.domain.com -> Host -> Metrics -> All Metrics -> Services

it fails with Error below.

em_error=The query 'SELECT name,description,displayname,processid,started,startmode,state,status,startname,pathname FROM win32_service WHERE notdefined 'notdefined'' is an invalid query
em_error=An error has occurred while fetching WMI data
