EM 13c : After upgrading the OMS to 13.4 USER not found in the external identity store (LDAP). Ensure the user exists (Doc ID 2682461.1)

Symptoms

 After upgrading the OMS to 13.4, We are getting the LDAP error in two scenarios:

(i) When there is LDAP/AD integrated with EM
(ii) Just added the provider details but there is no actual LDAP/AD setup integrated with EM

 

  Getting the following error when trying to create/edit the EM users:

"USER XXX not found in the external identity store (LDAP). Ensure the user exists in LDAP store. System Error An internall error occured"
