Fleet: During Major UPDATE_RACDB From 12.1 To 19c Fails In Step Check Prerequisites With Error "Content is not allowed in prolog" (Doc ID 2683603.1)

Symptoms

In Cloud Control Enterprise Manager using Fleet, UPDATE_RACDB from 12.1 to 19c fails in step check prerequisites with rrror "Content is not allowed in prolog".

Command Snippet :

$ emcli db_software_maintenance -performOperation -name="Update RAC DB" -purpose=UPDATE_RACDB -target_type=rac_database -target_list="<TARGET_NAME>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN"
