Symptoms

Warning message showing up on top of the Patches and Updates page, "  Some features including service request, request for change, and user administration featu ... (More) ".

This is a known intermittent issue. 

Changes

 After applying the patch for bug 31233849 to restore OMS to MOS connectivity issues.
