EM 12c/13c : Error When Trying To View/edit A Scheduled Job (Doc ID 2686720.1)

Symptoms

In EM, sql job is created as follows.

begin
dbms_scheduler.create_job (
job_name => '<JOB_NAME>',
job_type => 'STORED_PROCEDURE',
job_action => '<JOB_ACTION>',
start_date => to_date('<nn.nn.nnnn nn:nn>','dd.mm.yyyy hh24:mi'),
end_date => null,
repeat_interval => 'freq=minutely; byminute=0,5,10,15,20,25,30,35,40,45,50,55;',
enabled => true,
auto_drop => false);
end;

When trying to view or edit the job definition from EM  the following error is shown.

$<gc_inst>/em/EMGC_OMS1/sysman/log/emoms.trc shows:
