EM 13c: After Server Reboot, OMS Fails to Start Webtier with Error "WebTier Could Not Be Started"

Symptoms
After server reboot, EM 13c OMS fails to start with the following error:
$OMS_HOME/bin>./emctl start oms

$../gc_inst/user_projects/domains/GCDomain/system_components/OHS/ohs_nm.log reports following errors:
