EM13c : Drift Management Feature Usage Not Tracked In mgmt_fu_statistics

Symptoms
In Enterprise Manager (EM) Cloud Control, unable to capture the Drift Management Feature Usage in mgmt_fu_statistics table.
To Explain the scenario:
1. Created a baseline configuration to detect changes in case of init.ora parameters inside a DataGuard configuration, i.e. one of the primary database instance targets (this is RAC) is saved.
2. As a baseline configuration have setup a Drift Management template to compare this baseline with all the database instances.
This is working fine without issues.
3. Now if we would like to validate the Standby nodes usage of the DBLM is detected and "Last Usage Date" is shown very old date.
Trying to verify the mgmt_fu_registrations table for targets, most of the targets are not found there at all and for the others CURRENT_USAGE is set to FALSE and last_usage_date is very old.
