Symptoms

In Enterprise Manger (EM) Cloud Control, When performing major upgrade using fleet patching Update RACDB job fails at Postconfig Step With Error Connection to database target using sysdba credentials could not be established.

Command Snippet:

$ emcli db_software_maintenance -performOperation -name="Upgrade 12.2 to 19c" -purpose=UPDATE_DB -target_type=oracle_database -target_list=<TargetDB-Name> -normal_credential="<HOST-CREDENTIAL-NAME>:SYSMAN" -privilege_credential="<privilege-credential-name>:SYSMAN" -database_credential="<database-credential-name>:SYSMAN"

Job Step postConfig procedure has been failed with message

Connection to database target <TARGET_DBBAME> using sysdba credentials could not be established. Verify the listener port in target properties and that the listener is up.
