Symptoms
In Enterprise Manager (EM) Cloud Control, while performing emcli migrate_db fails in step "Migration Import step" With Error "ORA-24327: need explicit attach before authenticating a user (DBD ERROR: OCISessionBegin)".
Command:
$ emcli migrate_db -file="/u03/migrate_scripts/tts_final.xml"
Migrate database deployment procedure submitted successfully: ONLINE_DBCONSOLIDATION_USING_TTS 1589720475057
