13.4: After Upgrading the OPatch on OMS HOME to 13.9.4.2.4, Accessing the Target Database Home Page Shows "Trying to connect to the database" (Doc ID 2695856.1)

Symptoms

After upgrading the OPatch on OMS HOME to 13.9.4.2.4, trying to navigate to the target databases on the console, results in the error "Trying to connect to the database"
