EM13c : MOS Connection Fails With Invalid Credentials Even After Applying Patch 31233849 (Doc ID 2697356.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, Patch 31233849 was applied. Also https://oauth-e.oracle.com URL was added for authentication.

Still the MOS Connection fails with invalid credentials.

Error Stack from <EM_INSTANCE_HOME>/em/EMGC_OMS1/sysman/log/emoms.log:

ERROR dao.ProxyDao logp.251 - OAuth access token Error
oracle.sysman.emInternalSDK.core.mos.model.MOSException: Authentication Error: Please check your credentials: Connection timed out (Connection timed out)
