Symptoms

EM Agent reports the database target as DOWN when the Database is in Restricted Session Mode.

Agent log reports the following error: (AGENT_INST_HOME/sysman/log/gcagent.log)

Connection for monitoring user dbsnmp failed with error ORA-12526: TNS:listener: all appropriate instances are in restricted mode
