EM 13c - Agent Home Page Displays "Communication between the Oracle Management Service to the Agent is unavailable." (Doc ID 2716305.1)

Symptoms

13.4 Agent on running windows server.
Agent status is being shown as UP in the console but displays the below error on Agent home page in OEM console:

"Communication between the Oracle Management Service to the Agent is unavailable. Any features or displayed information requiring this communication will be unavailable."

Observed the below error in C:<AGENT_INSTANCE_HOME>\sysman\log\emdctlj.log:
