OEM 13c : Rolling Upgrade Of Dataguard Database Fails With Error "CRS-2974: unable to act on resource" (Doc ID 2718702.1)

Symptoms

 In Enterprise Manger (EM) Cloud Control, Customer provisioning rolling upgrade of dataguard database with the following error:

JobStepsLog_Reduce_Cluster_Database_to_Single_Instance.

/bin/srvctl stop instance -d <INSTANCE_NAME> -i <INSTANCE_NAME>11 -o immediate
Unable to proceed.
ERROR: Error while executing srvctl: Command
"/SIDS/app/oracle/product/18.9.0.0.0/db_200114/bin/srvctl stop instance -d <INSTANCE_NAME> -i <INSTANCE_NAME>1 -o immediate"
returned: "PRCD-1131 : Failed to stop database <INSTANCE_NAME> and its services on nodes <HOSTNAME_1>
PRCR-1133 : Failed to stop database <INSTANCE_NAME> and its running services
PRCR-1132 : Failed to stop resources using a filter
CRS-2974: unable to act on resource 'ora.anc.db' on server '<HOSTNAME_1>' because that would require stopping or relocating resource 'ora.<INSTANCE_NAME>.<HOSTNAME_1>' but the appropriate force flag was not specified".
