EM13c : Agent Unreachable Alerts After OMS Stop Command Is Executed (Doc ID 2719565.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, EM is behind SLB.

Trying to executed 'emctl stop oms' command. Before the OMS completely went down, receiving huge number of agent unreachable alerts with the following message:

Agent is unable to communicate with the OMS. (REASON = Agent is Unreachable (REASON : Agent to OMS Communication is broken. unable to connect to http server at https://<OMS Hostname>:<Upload Port>/empbs/upload. [handshake has no peer]

Observations from OMS nodes:

# OMS1 was restarted between 2019-10-19 22:05:15 and 2019-10-19 22:05:21
# OMS2 was restarted between 2019-10-19 23:38:21 and 2019-10-19 23:38:27
# Alerts from different agents during the same time period:
        <Agent 1>:1840 Oct 19, 2019 10:07:25 PM EDT
        <Agent 2>:1840 Oct 19, 2019 10:07:27 PM EDT
        <Agent 3>:1840 Oct 19, 2019 10:07:24 PM EDT
