EM 13c: emctl status oms Command Shows BI Publisher as DOWN but BIP.out File shows BIP Server is Running (Doc ID 2721664.1)

Symptoms

EM 13c OMS Startup comes up correctly:

$emctl start oms

Oracle Enterprise Manager Cloud Control 13c Release 2
Copyright (c) 1996, 2016 Oracle Corporation. All rights reserved.
Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server Successfully Started
Oracle Management Server is Up
JVMD Engine is Up
Starting BI Publisher Server ...
BI Publisher Server Successfully Started
BI Publisher Server is Up

But, emctl status oms shows BI Publisher as Down

$emctl status oms

Oracle Enterprise Manager Cloud Control 13c Release 2

WebTier is Up
Oracle Management Server is Up
JVMD Engine is Up
BI Publisher Server is Down

$EM_INSTANCE_BASE/gc_inst/em/EMGC_OMS1/sysman/log/emctl.log reports following error:

2020-10-10 00:06:22,838 [main] DEBUG commands.BIPCommands pingBIPCheck.492 - Attempting to connect to https://hostname:9703/xmlpserver
2020-10-10 00:06:22,840 [main] WARN commands.BIPCommands processStatusBIP.340 - Connection exception when trying to hit BIP page. BIP is down
