Symptoms

 In Enterprise Manager (EM) 13.3.2 Cloud Control, SKIP_CVU_CHECK=True flag is not honored in Update GI Job

$ emcli db_software_maintenance -performOperation -name=update_RAC_cluster -purpose=UPDATE_GI -target_list=<cluster_name> -target_type=cluster  -normal_credential=HOST_CREDS:SYSMAN
 -privilege_credential=HOST_ROOT_CREDS:SYSMAN  -input_file="<PATH>/updategrid.txt"

$cat <PATH>/updategrid.txt

WORK_DIR_LOC=<PATH>/tmp
SKIP_PREREQUISITE_CHECKS=true
SKIP_CVU_CHECK=true
