EM 13c: Metric Items Index Creation To Enable Purge

Purpose
Creation of Index on Metric items table to enable purge.
This is an optional patch that is intended to reduce EM13.5 upgrade downtime.
Application of this patch will result in the creation of a new index on the EM_METRIC_ITEMS_E table METRIC_KEY_ID column prior to upgrade.
If the patch is not applied, a new index will be created during the EM13.5 upgrade process.
This new index will be used in an upcoming release to remove data from EM_METRIC_KEYS_E table.
