Symptoms

Shutdown EM Agent

$ ./emctl stop agent

$ ./emctl status agent
Oracle Enterprise Manager Cloud Control 13c Release 1

Agent is Not Running



EM Agent is Down, however, Agent target in EM console UI still shows UP status
