EM 13c: Enterprise Manager 13.4 Cloud Control SQL Monitoring Page still Trying to Use Flash (Doc ID 2729545.1)

Symptoms

In Enterprise Manager  Database Plugin 13.4.1 and 13.3.2  the "SQL Monitoring" page is still trying to load flash on a target 11.2.0.3.0 database even with the the oracle.sysman.db.ena_flash.perf_home , oracle.sysman.db.ena_flash.ash_anlyt and oracle.sysman.db.ena_flash.sql_mon parameters set to false.
