EM 13c : PDBaaS Is Failing With Error : "Exception occured while creating tablespaces"

Symptoms
Use case :
1) Create a non-CDB 12.2 database to use as source database.
2) Create a CDB 19.8 to use as destination database
3) Create a temporary tablespace TEMP1 (not TEMP) in source database
4) Make TEMP1 the default temporary tablespace in source database
5) Create a USER that has TEMP1 as their temporary tablespace in source database
6) Create Database Provisioning Profile from Full Export of source of source database
7) Create a Service Template using above profile created in step 6)
6) Deploy PDB fails with the below error during tablespace creation.
