Unable to Login to FMWC Framework 12c and Log Files Errors with "The home location was not a valid oracle home" (Doc ID 2733041.1)

Symptoms

When accessing the http://<server>:port/em, the domain is blank, and when the username and password is entered, the page goes blank.  The AdminServer-diagnostics.log has "The home location was not a valid oracle home" errors as shown below:
