Symptoms

Approximately every 24 hours, the EM 13.4 Job Activity pages show a failed job named DOWNLOAD_DB_MIGRATION_PREREQS. It runs for several seconds and then fails on "Exception occured: objectstorage.us-phoenix-1.oraclecloud.com".
