EM 13.4: CAW_TRANSFER_JOBS Missing/AWR Upload Disabled After Enterprise Manager Upgrade To 13.4

Symptoms
After upgrading OEM to 13.4 with RU7, AWR data from source databases are no longer being uploaded into the AWR Warehouse. The CAW_TRANSFER_JOB OEM jobs are missing. Trying to recreate the AWR jobs results in credential errors, even though all preferred credentials for Normal DB login, SYS login and DB Host login are set and tested without any error.
