Symptoms
In Enterprise Manager (EM) Cloud Control, Fleet Maintenance UPDATE_SIHA job fails at with cluster with below error.
$ emcli db_software_maintenance -performOperation -name="Update SIHA" -purpose=UPDATE_SIHA -target_type=has -target_list="TARGET_NAME>" -normal_credential=<credential_name>:OWNER -privilege_credential=<Privileged_credetails_name>:OWNER
