In Enterprise Manager (EM) Cloud Control, Unable to stop blackouts when an agent under blackout has been decommissioned.
Steps to reproduce:
1. Place Agent and its host target under blackout.
2. Decommission Agent from OEM console.
3. Now trying to stop blackout ends-up in "Stop Failed" status
