Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Maintenance UPDATE_RACDB job failed to submit with below error.

$ emcli db_software_maintenance -performOperation -name="Update RAC DB" -purpose=UPDATE_RACDB -target_type=rac_database -target_list="<RAC_DB_NAME>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ORACLE_SUDO:SYSMAN" -rolling=true -dataguard_role=primary -input_file="data:/data/oracle/fleet/db_12cR2.txt" -start_schedule="start_time:2021/01/16 12:15:00" -ignoreStandbyPrereq=true
