13.4:TCPS Connection to Target Database Fails from Agent on non-Linux Platforms (Doc ID 2746913.1)

Symptoms

Target database is configured over TCPS.
Configure Secured Communication (TCPS) Access to Target Database from EM as per steps in <Note 2407497.1>.
Test connection from OMS to Target database is successful. But agent fails to connect to target database and error below is reported when trying to collect Response metric
