EM 13c: Targets remaining in Pending status (Post Blackout) when blackout has ended (Doc ID 2748275.1)

Symptoms

After blackout ends on a set of targets, the targets remain in "Status Pending (post blackout)" status.

Verifying the current status of the target as known to the agent shows target is UP

Verification of current status of the target as known to the agent, please use note
- EM 12c, EM 13c: Why are Targets Shown in Unknown or Status Pending (Post Blackout) at the End of a Blackout? (Doc ID 2294596.1)

 With all conditions met that the current status of the target as known to the agent shows target is UP and perform a clearstate does not change the target status to UP in EM console.
