EM 13c: How to edit Service Dashboard (Edit button not displayed) (Doc ID 2749935.1)

When going to EM console UI > Targets->Services->Service Feature->Dashboard and creating a Service Dashboard you get message

"Service Dashboard is not configured. You can configure it through personalize edit button."

However, edit button is not displayed (Edit button was displayed in pre-EM 13.4 release)
